анализ спроса и потребления
Область экономико-математических исследований, основной задачей которых является научное предвидение материальных потребностей членов общества и поиск оптимальных путей их удовлетворения. Прежде всего, для этого строго разграничиваются понятия платежеспособного спроса и потребностей: удовлетворение спроса — это хотя и необходимый (для сбалансированного ведения хозяйства), но недостаточный этап на пути решения задачи полного удовлетворения потребностей членов общества. Важное направление анализа — исследование спроса и потребления однородных социальных групп, однородных с точки зрения характера их потребительского поведения. Речь идет о группах, различающихся уровнем доходов, интересами, родом занятий, семейным положением и т.д. Ведутся широкие демографические и статистические исследования, на основе которых выявляются определенные типы потребления. Каждый тип характеризуется присущей ему системой предпочтений и иерархией потребностей. Для таких групп разрабатываются экономико-математические модели, которые позволяют отвечать на ряд вопросов, например,: на какие товары вырастет спрос, если будет повышена заработная плата определенной группы работников, или наоборот, если возрастут цены на определенные виды товаров, то какие группы населения от этого особенно пострадают? Кроме того, разрабатываются модели, которые связывают потребление и спрос с производством; на этой основе формируются системы моделей прогнозирования развития народного хозяйства в целом. Различия в степени инерционности отдельных экономических процессов должны учитываться при определении методов и средств сбалансирования спроса и предложения. Например, структура и объемы предложения товаров не могут быть существенно изменены в краткие сроки (за 1-3 года), и в этом случае нарушенное по тем или иным причинам равновесие может быть восстановлено только посредством варьирования цен (плюс некоторые оперативные мероприятия по линии внешней торговли). И наоборот, за относительно более длительные промежутки времени задача может быть решена за счет структурных сдвигов в производстве (путем строительства, модернизации предприятий, освоения новых видов продукции), а также с помощью постепенных изменений в структуре доходов и спроса населения. При определении будущих потребностей населения статистические методы исходят из изучения платежеспособного спроса сегодня, расчетов будущего изменения доходов и изменения спроса, а нормативные методы — из расчета научно обоснованных норм потребления тех или иных групп населения. Разрабатываются, например, научно обоснованные нормы питания на базе изучения физиологических потребностей человека. Российские ученые разработали такое важное средство анализа как дифференцированный баланс доходов и потребления. Используются три типа экономико-математических моделей спроса и потребления: конструктивные, структурные (балансовые) и аналитические, а также разнообразный математический аппарат: функции спроса, коэффициенты эластичности и др. По нашему мнению, переоценивать значение нормативных методов не следует: в бывшем Советском Союзе, при плановом хозяйстве и приоритете, отдававшемся именно нормативным методам, нередко случались факты, когда тех или иных товаров было достаточно по «рациональным нормам», но они оставались в остром дефиците из-за крайней несбалансированности цен и нередко — так называемого ажиотажного спроса — законы рынка оказываются в этом отношении сильнее научных расчетов.
